Global Islamic Finance Milestone: Cumulative Sukuk Issuances Cross $1 Trillion Mark Since 1996

The global Islamic finance industry has reached a monumental financial milestone, with cumulative issuances of Sharia-compliant trust certificates, widely known as sukuk, officially crossing the staggering US$ 1 trillion threshold. This historic achievement spans the modern era of the sukuk market, which traces its foundational developments back to 1996, marking a transformative period of growth, institutional maturation, and expanding international appeal for Islamic capital market instruments.

According to comprehensive data highlighted in the Islamic Finance Development Indicator (IFDI) report for 2019—produced by the Islamic Corporation for the Development of the Private Sector (ICD), an arm of the multilateral Islamic Development Bank—the market has transitioned from a niche alternative financing method into a mainstream pillar of global debt and capital markets. Over the decades, governments, multilateral development banks, and corporate entities have increasingly utilized sukuk to fund large-scale infrastructure projects, manage sovereign debt portfolios, and diversify funding sources beyond conventional interest-based bonds.

Detailed market assessments as of the close of 2018 reveal that the total volume of outstanding sukuk stood firmly at US$ 469.7 billion, distributed across an expansive portfolio of 2,887 distinct issuances globally. Furthermore, issuing activity during the 2018 calendar year alone maintained robust momentum, registering US$ 124.8 billion in new issuances. This robust annual volume effectively matched the performance levels observed in the preceding year, demonstrating sustained investor appetite and market resilience despite fluctuating global macroeconomic conditions, shifting monetary policies, and regional geopolitical developments.

Saudi Arabia and Malaysia Lead Global Issuances

Drilling down into the geographic distribution and sovereign participation within the sector, the 2019 Islamic Finance Development Indicator report underscored that the governments of Saudi Arabia and Malaysia firmly entrenched themselves as the dominant heavyweights in the global sukuk landscape for 2018. Together, these two key jurisdictions drove a substantial share of primary market activity, with the Saudi government issuing US$ 17.1 billion worth of sukuk, closely followed by the Malaysian government with US$ 13.9 billion in sovereign issuances over the course of the year.

Malaysia successfully maintained its longstanding historical lead position in terms of overall issuance volumes, a performance heavily bolstered by a strategic policy shift and the notable market return of short-term murabaha sukuk issued by the country’s central bank, Bank Negara Malaysia. The Malaysian central bank strategically resumed its sukuk issuance program following a notable three-year hiatus, re-entering the domestic market to manage liquidity more effectively within the financial system. Demonstrating the sheer depth and absorption capacity of the Malaysian Islamic financial ecosystem, the central bank issued an impressive US$ 16.1 billion in short-term sukuk during the second half of 2018 alone, providing vital short-term instruments for Islamic banks and financial institutions seeking compliant liquidity management tools.

This resurgence of central bank issuance in Malaysia, combined with ongoing sovereign borrowing programs in the Kingdom of Saudi Arabia aimed at supporting large-scale national transformation agendas and fiscal balancing, highlights the increasing maturity of primary issuance pipelines. As sovereign states continue to anchor the market with high-quality, liquid issuances, the broader global sukuk ecosystem remains well-positioned to build upon the foundational US$ 1 trillion milestone achieved since 1996, paving the way for continued expansion across international financial centers.
