FBI Investigates Breach of Jobs Portal as Hacker Group ShinyHunters Claims Theft of Sensitive Employee Data

The United States Federal Bureau of Investigation has confirmed that it is actively investigating a cyber security breach targeting its recruitment website, fbijobs.gov. The incident has drawn intense scrutiny after a notorious hacking collective known as ShinyHunters claimed to have successfully exfiltrated sensitive personal and professional data belonging to thousands of current and former bureau employees.

The agency issued an official statement on Wednesday acknowledging the digital intrusion. "The FBI is aware of a cybercriminal enterprise group claiming a compromise of the fbijobs.gov portal and alleged impact to FBI employee personally identifiable information," the bureau stated.

The scope of the alleged breach is substantial, with the hacking group asserting that it has gathered a massive repository of data ranging between two and three terabytes. Several prominent news organizations, including the Reuters news agency, reported that they had been shown excerpts of the stolen data. According to those reports, the compromised information includes highly granular details concerning the specific job assignments of numerous bureau officials. These records allegedly detail sensitive operational work directed against foreign intelligence threats, including Chinese spies and Russian operatives, as well as complex investigations targeting international drug cartels and other high-level criminal syndicates.

Federal investigators are still working to determine the exact origin and vector of the intrusion. In its statement, the bureau noted that the initial point of access remains undetermined, leaving open the possibility that the breach originated through a third-party vendor or directly within the FBI’s enterprise infrastructure.

"While the point of breach is still undetermined — whether a third-party or the FBI’s enterprise — we are actively and aggressively investigating this matter and working closely with those third-party providers that support fbijobs.gov to mitigate any and all risk," the agency emphasized.

The threat group responsible for the claim, ShinyHunters, stepped forward on Tuesday to announce the breach. The collective stated that it had successfully penetrated the system and stolen records on a massive scale. According to the hackers, the motivation behind the public disclosure and the holding of the data as leverage stems from a lingering grudge over an official statement issued by the bureau earlier this year. ShinyHunters stated that they are holding the personnel information hostage until the FBI formally rescinds its unflattering public characterization of the group, which was published in May.

Despite holding the massive trove of data, the group indicated on Wednesday that it was attempting to prevent the sensitive personnel information from circulating widely across the public domain while their demands remain unresolved.

The adversarial dynamic between the FBI and ShinyHunters dates back to the spring, when the agency published a detailed warning characterizing the collective and similar threat actors. In that May statement, the FBI described ShinyHunters as a group of malicious actors who routinely harass and threaten victims. The bureau noted that these groups frequently leverage "their real or exaggerated claims of access to sensitive or personal information to prompt payment from victims."

Furthermore, the bureau’s previous advisory cautioned that such criminal enterprises often resort to deception during extortion campaigns. The FBI stated at the time that the group "may falsely claim to have sensitive or compromising information, including embarrassing photographs or videos of victims, which frequently do not exist."

The fbijobs.gov incident represents only the latest in a string of high-profile digital security challenges faced by the premier federal law enforcement agency, highlighting ongoing vulnerabilities in federal cyber infrastructure.

Earlier this year, in March, the bureau disclosed that it was investigating suspicious activities detected on an internal computer network. That internal system contained sensitive information directly related to ongoing surveillance operations and complex criminal investigations.

Compounding these challenges during the same month, a pro-Iranian hacking group publicly claimed responsibility for compromising an account belonging to FBI Director Kash Patel. The actors behind that attack posted materials online that appeared to include years-old photographs of the director, alongside a professional work resume and various other personal documents dating back more than a decade.

As federal cybersecurity experts and law enforcement personnel continue their forensic examination of the recruitment portal breach, the operational status of the affected website remains suspended. The fbijobs.gov portal was still offline on Wednesday afternoon as technical teams worked alongside third-party service providers to secure the infrastructure, evaluate the extent of the data exposure, and prevent any further unauthorized access to federal systems.
