CHP to Implement Performance Monitoring System for Mayors to Restore Image and Ensure Financial Transparency

ANKARA — Turkey’s main opposition Republican People’s Party (CHP) is taking decisive steps to rebuild its public image and restore credibility following a series of damaging corruption investigations and the high-profile arrests of municipal mayors. In response to these challenges, reinstated party leader Kemal Kılıçdaroğlu has spearheaded a comprehensive internal "cleansing process" designed not only to address past controversies but also to establish robust, pre-emptive safeguards against future ethical and administrative violations.

As part of this ongoing reform initiative, the CHP leadership is set to introduce a rigorous "performance monitoring system" for all of its mayors starting next year. This upcoming framework will function as a central benchmark to evaluate whether local administrators are strictly adhering to the party’s predetermined governance criteria, ethical codes, and administrative standards.

The implementation of this system marks a significant shift toward stricter internal oversight within the party ranks. Under the new oversight mechanism, the work and administrative track records of CHP mayors—both concerning their past performance to date and their projected outputs for the period ahead—will come under intense internal scrutiny. Local administrators will be evaluated systematically based on how many of the party’s established criteria they have successfully met over a given operational cycle. At the conclusion of this evaluation process, each mayor will essentially be issued an internal "report card" reflecting their administrative competence, policy execution, and adherence to party values.

Party officials have outlined several core pillars that will form the foundation of these upcoming evaluations. Mayors will undergo comprehensive reviews across a multitude of critical municipal domains, including strategic project management, sound financial management, modern human resources management, and public relations. Furthermore, municipal financial flows, local investments, and the transparent allocation of public tenders are expected to be examined in meticulous detail to ensure that all administrative processes remain above board and fully accountable to the public.

The consequences of this monitoring system will be direct and consequential for elected officials seeking future political endorsement. Mayors whose activities are deemed suspicious by the central leadership, those who fail to meet the established performance criteria, or those who are otherwise found to have performed poorly will face severe political penalties, most notably being denied nomination in the next local elections. Throughout this extensive internal review process, the overarching focus of the CHP leadership will remain firmly anchored on promoting clean politics, administrative integrity, and absolute financial transparency across all local governments operating under the party banner.

The timing of these administrative reforms coincides with broader internal realignments within the party leadership structure. All of the incumbent mayors currently serving under the CHP umbrella are individuals who were successfully nominated and elected during the previous local elections, a period that fell under the tenure of Özgür Özel as the party chairperson. To cement unity, align strategic objectives, and reinforce central authority following these administrative adjustments, the CHP leadership has announced plans to convene a special meeting of its mayors in the near future. This gathering will provide a platform to discuss the practical steps, policy guidelines, and administrative expectations that will shape the coming year.

In parallel with these municipal reforms, the CHP is also preparing for the upcoming legislative term by organizing a dedicated parliamentary camp for its lawmakers. The three-day event is scheduled to take place in the Abant district of Bolu from September 25 to September 27, serving as an important gathering ahead of the official opening of the new parliamentary session. Reinstated party leader Kemal Kılıçdaroğlu is slated to attend the camp, where participants will engage in strategic discussions addressing both the party’s legislative agenda for the new parliamentary year and ongoing developments, policy directions, and structural adjustments taking place within the broader party organization.
