Islamic Relief Worldwide Expels Islamic Relief USA from Global Federation Following Legal Dispute

September 12, 2026 — In a momentous and unprecedented development for one of the world’s largest humanitarian networks, Islamic Relief Worldwide’s International General Assembly (IGA) voted unanimously today to expel Islamic Relief USA (IR USA) from the global Islamic Relief federation with immediate effect.

The decisive action comes amid a deepening governance crisis sparked by legal action initiated by the American branch earlier this year. The expulsion marks a dramatic turning point in the decades-long history of the federation, carrying profound implications for humanitarian operations, donor relations, and the administrative structure of international aid delivery.

The decision was reached during an extraordinary meeting of the International General Assembly, which serves as Islamic Relief’s highest governing body. The assembly comprises representatives elected from member countries across the globe, members of the board of trustees, and the organization’s remaining independent member. According to the federation’s governing by-laws, the extraordinary session was convened at the explicit request of various member country offices. These offices had expressed mounting concern regarding IR USA’s recent actions and the adverse impact those actions were having on the collective work, reputation, and operational integrity of the global federation.

The core of the schism traces back to March 2026, when IR USA filed a lawsuit against Islamic Relief Worldwide (IRW). IRW is mandated under the federation’s framework to serve as the secretariat and global programming headquarters for the international network, coordinating joint relief efforts, emergency responses, and long-term development projects across numerous continents. The lawsuit filed by the American office brought forth a series of claims against IRW, all of which the global headquarters strongly contested.

As the legal battle unfolded through the judicial system, subsequent developments occurred over the summer. In July 2026, IRW publicly welcomed a New York Court order that granted a stay of proceedings, pausing the litigation while underlying governance issues were presumably evaluated. However, the legal maneuverings and the public airing of institutional grievances severely strained relations between the secretariat and one of its largest and most prominent national affiliates.

Following extensive deliberations during today’s extraordinary meeting, the IGA Resolution to remove IR USA was passed unanimously. With immediate effect, IR USA no longer possesses the right to operate, fundraise, or trade using the Islamic Relief name, nor can it utilize the collective brand assets it currently holds. The federation stipulated that this prohibition will remain in place unless and until a compliant operational model is established that strictly adheres to the federation’s established governance agreements, shared standards, and cooperative frameworks.

Addressing the severity of the measure, Haroun Atallah, Chair of the Board of Trustees of Islamic Relief Worldwide, issued a comprehensive statement detailing the reasoning behind the assembly’s unanimous vote.

"For over 40 years, Islamic Relief has grown into one of the world’s largest humanitarian organisations," Atallah stated. "That standing was never the work of any single office. It was earned by its members — each a separate legal entity, accountable in its own country — choosing to cooperate under shared standards and values. That is why the communities we serve, and the donors who generously support us, place their trust in the name Islamic Relief."

Atallah emphasized that the collective body did not arrive at the decision lightly, noting that the actions pursued by the American chapter had eroded the foundational principles of the network.

"With a unanimous collective voice, the International General Assembly concluded that the actions of Islamic Relief USA have broken that trust and damaged the work of the entire federation," Atallah continued. "It is with deep regret that we therefore feel compelled to take collective action to remove Islamic Relief USA, as it is no longer in the best interests of the federation for them to remain a member."

Reiterating the core mission of the global network, Atallah concluded that the decisive vote underscores the network’s unwavering commitment to the populations it assists worldwide. "This unanimous vote affirms a simple truth: the millions who rely on the Islamic Relief family are best served when its members pool their expertise and work together to maintain the highest standards. They remain, as they always have, our sole focus."

The expulsion of IR USA raises immediate questions regarding the future distribution of humanitarian aid, fundraising alignment in North America, and the administrative restructuring of the broader Islamic Relief network. Because Islamic Relief operates as a decentralized federation composed of legally independent national entities that bind themselves to shared ethical, operational, and financial standards, the departure of the United States affiliate represents a structural vacuum in one of the world’s most lucrative philanthropic markets.

Islamic Relief Worldwide has indicated that further information, background context, and detailed clarifications regarding the separation and its operational ramifications are available to the public and stakeholders through dedicated Q&A resources published on the official global website. As the fallout from the extraordinary IGA meeting reverberates across the international humanitarian sector, both institutional donors and aid recipients await further clarity on how the global network will navigate the complex transition ahead.
